Jimmy Carter: I believe that anybody that's able work, ought to work

and ought to have a chance to work. And I don't think we'll ever have

a solution to our present economic woes, as long as we've go 8 1/2 or 9 million

people out of jobs or that are looking for jobs and another 2 to 3 million

that have given up hope of getting work. And another million and a half 

on welfare that never have worked and that are fully able to work full-time.
